Jaipur: The printers’ community urged the state governments, including Rajasthan, to improve transparency in awarding contracts and create a level playing field for all irrespective of size in the industry.
In addition to contracts, the group also wants the government’s intervention in order to stop cartelization within the paper sector. The printers of Rajasthan, in fact, have the most difficulty in finding papers that are priced correctly. They also lose to competitors in terms of cost because they must pay more than others.
Raveendra Joshuai, the president of All India Federation Master Printers said that the conditions and terms of the government’s tenders were designed so as to make it difficult for newcomers to get an order.
“Mostly, the tenders are designed to favour a few players. The same thing is happening not only in Rajasthan. This practice is also prevalent in many other states. Criteria like having previous experience of supplying to the government, minimum threshold of big size orders done in the past and several others in this order tilt the scale in favour of a few.”
Joshi stated that such barriers prevent a large number of small and medium-sized printers from participating in tenders. “When a large number of people participate, the government gains as the prices are discovered through healthy competition,” added Joshi.
The printers of Rajasthan have to deal with the problems associated not only with the procurement process but also the difficulty in obtaining the correct price for the paper.
